A Herrscher stigma a symbol that was apart of the previous era Herrscher mutation which connects the Herrscher to the core. The stigma was made redundant for current era Herrschers due to the open nature of the cores allowing for the Herrschers to have a direct connection, thus the current era Herrschers lack a Herrscher stigma.
